Judge Garbis has sat on the District Court in Baltimore since 1989. He is a graduate of Johns Hopkins University with a degree in electrical engineering. He received a J.D. from the Harvard University Law School and an LL.M. in litigation from the Georgetown University Law School. Judge Garbis was a public defender in Washington, DC, a trial attorney with the Tax Division of the Justice Department Tax Division, and a private practitioner engaged in criminal and civil trials throughout the United States. He is the author of six books and many articles relating to litigation, particularly in the tax and commercial criminal fields. Judge Garbis is a frequent speaker at legal and judicial education programs in the United States and other countries. He is co-chair of the American Law Institute - American Bar Association course on the Trial of Patent Cases. As a judge he has participated on the faculty of international judicial programs in many countries, including Algeria, Argentina, Australia, Bahrain, Bangladesh, Brazil, Canada, Chile, Egypt, Guatemala, Mexico, Moldova, Oman, Turkey, United Arab Emirates and Ukraine.
